ALTOONA – The woman believed to have called 911 twice early Wednesday morning reporting a kidnapping has been located in Altoona. Police say they made contact with the woman at a home along the 500 block of 6th Avenue shortly after 12 p.m. Wednesday. No injuries were reported. HOLLIDAYSBURG, BLAIR COUNTY -- Blair County Judge Hiram Carpenter ruled Friday against Rowlanda Lee Kenney who was convicted of murdering 4 year old Ashley Decker of Altoona in April of 1998.
